POSITION PURPOSE

This position exists in line with international risk management best practice and regulatory requirements such as BNM Risk Governance Guidelines, which state that banking institutions must establish an independent senior risk executive role (Chief Risk Officer or its equivalent) with distinct responsibility for the risk management function and the institution's risk management across the organisation.

The role is responsible for an effective risk management framework in Malaysia for BNP Paribas Malaysia Berhad (the "Bank") within the framework of standards laid down by the BNP Paribas Group and as defined by BNM under relevant prudential standards.

This includes assistance with, and knowledge of all risk functions in all parts of the Bank. Whilst ensuring the risk management framework is consistent and aligned to that used across the BNP Paribas Group, this role will lead the implementation of an effective risk management framework within the Bank, ensuring there is strong alignment and interaction with tasks undertaken by other risk related functions.

In addition to the group's requirements, the position exists in line with international risk management best practice and regulatory requirements of BNM and the need to have someone independent to perform oversight role segregated / independent from operational / business (risk taking) units to cover all families of risk including:
1. Credit risk
2. Market risk
3. Liquidity risk
4. Operational risk
5. Legal risk
6. Reputation risk
7. Strategic risk
8. Regulatory risk
9. Interest Rate Risk
10. ESG Risk

The CRO should be able to consider and manage detailed risk topics with different stakeholders and ensure that the implementation of risk management done within the Bank is in accordance to BNM regulations

Thus the CRO will be tasked:

    To ensure a proper oversight of the Bank's activities from a risk perspective, in order to be aware of and anticipate any risk evolution for the Bank;
    To ensure a coherent, consistent and global vision of the Bank In terms of activities, risks and
    challenges;
    To drive the risk anticipation and reporting activities in the Bank;
    To contribute to setting up risk appetite limits, to participate into risk taking decisions where appropriate and to provide oversight on policy and regulatory-related matters;
    To liaise and coordinate with the respective Business Lines, other Functions and relevant regional risk teams.
    To act at executive level as CRO of the Bank in charge of risk monitoring and risk management across all risk categories;

Key Responsibilities

As Chief Risk Officer:

    Serve as the primary contact person to BNM/local regulators for all matters relating to risk management This is to be done in close liaison with relevant stakeholders.
    Monitor the effective operation of the risk management framework across the Bank and ensure the risk management framework is complete, consistent, cost effective, adds value and protects the Bank;
    Assess the adequacy of the overall risk profile of the Bank in line with the Bank's risk appetite;
    Ensure a proper oversight from a risk perspective, in order to beaware of and anticipate any risk evolution;
    Ensure proactively the optimization of transversal cooperation between the risk teams, contribute proactively in new activity committee (NAC) and transaction activity committee (TAC) processes and strengthen the governance, risk culture by participating in the relevant risk forums;
    Develop close relationship with business lines and Risk team to be informed of significant activities, credit requests and development initiatives.
    Compliance with applicable regulatory requirements such as requirements under the BNM Guidelines on Risk Management.
    Primary responsibility for ICAAP exercise and stress tests, including being the driver for scenario & assumptions setting, and determining the relevant stress test requirements to be conducted by the Bank. Responsible for applicable BNM Risk Reporting such as on Stress Testing where close coordination is needed with the Chief Operating Officer, finance and relevant regional risk teams.
    Responsibility and oversight over compliance with capital adequacy requirements, single customer exposure limits requirement, internal/external audit findings related to risk management and BNM's Composite Risk Rating reviews.
    Define enterprise risk management set up which meets the local regulatory requirements, with coverage over both "conventional" banking risks and Islamic Shariah risks.
    Perform an oversight of permanent controls for the risks including to define and implementation of permanent control framework in close coordination with relevant regional Risk teams.
    Responsible for periodic risk reporting to Board Risk Management Committee Chairman, CEO and regional risk team under CRO APAC.

As Head of Governance:
Ensure compliance with regulatory corporate governance requirements, including relevant management committees particularly in terms of compliance with BNM Corporate Governance Guidelines. This will include ensuring relevant management committees adequately perform their delegated responsibilities i.e. meet at regular intervals and scope of discussions and decisions will inculcate a sound risk and control culture for the running of the bank.

Specific Qualifications Required

Degree in relevant fields and prior experience in risk and control related functions.
